The Dallas Regional Chamber strongly advocates passage of Proposition 4 (HJR 14-2) relating to the creation of additional national research universities in Texas.  The Chamber encourages our members to provide information to their employees and other associates concerning the impact of the Constitutional Amendment which will be on the ballot on November 3, 2009.  

The ballot language is as follows: 

“The constitutional amendment establishing the national research university fund to enable emerging research universities in this state to achieve prominence as major research universities and transferring the balance of the higher education fund to the national research university fund.”

Background
The North Texas Region has three universities who could achieve national research status – the University of North Texas, the University of Texas at Arlington and the University of Texas at Dallas. 

1)	Texas ships off more than 10,000 high school graduates per year who attend doctoral granting universities in other states, while recruiting only about 4,000 per year from other States to Texas. This brain drain – a net loss of nearly 6,000 highly qualified students per year – is large and increased by 54% in the last 6 years;
2)	Texas has 8% of the U.S. population but only receives 5% of Federal research and development (R&amp;D) funding and 5% of the nation’s venture capital investment. If Texas received just its population-based share (8%), that would be $3.7 B more each year; and
3)	The dearth of top-tier universities hurts Texas’ largest cities. Dallas-Fort Worth, for example, is the fourth-most populous and fifth-most economically productive city in the U.S., but has no Tier One academic university, ranks 22nd in research expenditures ($700M  per year below the average of the 10 largest cities) and 11th in number of college degrees awarded (awarding less than half the average of the 10 largest cities).
Action
The Chamber will provide awareness and information to our members relaying our support Proposition 4 and the positive impact the creation of additional national research universities will have on this region.

This fall, Texans have an opportunity to vote for a constitutional amendment that can make a positive difference in both the state’s economy and in the quality of higher education available to its students.  
Passage of Prop. 4, a constitutional amendment on the upcoming November 3rd ballot, can lead to millions of dollars in research grants for the seven emerging research universities across the state and provide a long-term economic boost to North Texas and the entire state.
Three North Texas universities would be eligible for these funds—the University of North Texas, the University of Texas at Arlington and the University of Texas at Dallas. The rest, as designated by the Texas Higher Education Coordinating Board, are Texas Tech University, University of Houston, University of Texas at El Paso, and University of Texas at San Antonio.
By voting FOR Prop. 4, Texas voters will enable the establishment of  the National Research University Fund (NRUF), a constitutionally dedicated fund available to seven state universities that meet specific legislative standards of excellence.  Funds for NRUF will be transferred from an existing-but-dormant higher education account, thereby providing important support for these future research centers without new tax dollars or bonds. 
Research programs will be the first aspect of these universities to benefit from this resource, but in the long run, academic programs, student success and the value of a degree from one of these universities will be enhanced. 
For Texas’ local and state economies, the benefits are even more tangible.  Economists estimate that every $10 million in research expenditures creates 334 new jobs, adds $8.6 million to the regional economy and generates $13.5 million in local sales. 
The Texas Legislature has paved the way by unanimously placing this amendment to the Texas Constitution before state voters.  Early voting begins October 19th.   
The Dallas Regional Chamber strongly recommends passage of Proposition 4 on November 3.

Dallas Regional Chamber Announces 2009 ATHENA® Award Recipient

DALLAS, TX….  The Dallas Regional Chamber announced today that Catherine Rodewald, President, Prudential Asset Resources and Managing Director/Chief Information Officer, Prudential Mortgage Capital Company, is the recipient of the 2009 ATHENA Award®. The ATHENA Award® is a national program that recognizes the accomplishments of a Dallas businesswoman. Sponsored by the Dallas Regional Chamber, the award will be presented to Ms. Rodewald at the 2009 Women's Business Conference luncheon on November 6, 2009 at the Sheraton Dallas Hotel (400 N. Olive St., Dallas, TX 75201).  This year’s conference promises to be an informative and productive day of professional development and networking.
 
The ATHENA® Award is open to individuals who strive toward the highest levels of professional accomplishment, excel in their chosen field, devote time and energy to their community in a meaningful way and forge new paths encouraging others to follow. Catherine Rodewald is the President, Prudential Asset Resources, and Managing Director/Chief Information Officer of Prudential Mortgage Capital Company, responsible for the leadership and resource management servicing a $64 billion commercial real estate loan portfolio of over 6,000 loans.  She has applied her expertise to create a team-based organization using state-of-the art technology tools to improve efficiency, customer service and career opportunities for Prudential’s 175 person Dallas organization, and support of Prudential Mortgage Capital’s 450 person operation. 

Prior to her work at Prudential, Catherine was the Vice President and Chief Information Officer at Hunt Consolidated Inc.  She was the first Chief Information Officer at Hunt, reporting to the CEO, and she revamped the IT structure and strategy to support this global organization.  Twenty local networks in ten separate locations were merged into one platform.  

Catherine’s personal business contribution also includes national, industry and state positions.  She sits on Prudential Mortgage Capital Company’s Senior Management team and its Advisory board, directing the company’s business strategy for this national and global leader in commercial real estate.  She is also a member of Prudential’s CIO Cabinet, guiding the enterprise technology strategy and infrastructure for this international organization with 41,000 employees.  She sat on the Prudential Small Grants Committee, which awards grants to employee-applicants associated with non-profits in their local communities.  She twice emceed the North Texas Prudential Region’s Annual Spirit of Community Awards, a nationwide youth recognition program honoring secondary school students for outstanding service.

She has served in industry leadership roles for the Mortgage Bankers Association for nearly fifteen years, and while she worked for Hunt Consolidated, she served on the Executive Committee of the American Petroleum Institute General Committee on Information Management and Technology.  She has also provided testimony before the National Association of Insurance Commissioners.  In addition to these industry roles, she currently serves the State of Texas as a governor-appointee on the Board of Directors, Texas State Board of Public Accountancy.

Catherine’s community involvement includes significant participation in the Dallas Regional Chamber, Dallas Women’s Forum, International Women’s Forum, Menttium, Susan G. Komen for the Cure, and YWCA of Dallas. The overriding theme that runs through all of Catherine’s community service is her care and compassion for the betterment of women.  Her focus is not only on the mentoring and development of business and professional women, but also on advancing the plight of the underserved for enhanced opportunities.    All of this effort is contributed outside of her professional career commitment.

The Award will be presented at the 14th Annual International Business Achievement Awards (IBAA) Luncheon and Expo to a small to mid-sized business whose global successes and outstanding civic involvement have raised the international profile of the DFW metroplex and contributed to the economic growth of the North Texas region.

Since its original inception the Chamber has evolved into one of the largest voluntary membership driven organizations of businesses in the United States. 

“The Chamber drives economic development across the region by creating a climate in which businesses can operate, grow and add new jobs,” said Bob Best, 2009 Chamber Chairman and Chairman and CEO of Atmos Energy.

Overall, participants taking part in the program have logged 6,535,225 minutes of activity and have lost a total of 16,243 pounds by following the program either individually or as part of one of the many Live Healthy Dallas teams. These teams have been supporting each other, making important lifestyle adjustments together and enjoying some healthy competition on the road to wellness.
“This has been an outstanding first half of the program,” says Patti Clapp, the Dallas Regional Chamber’s Vice-President, “But more than just the numbers, it is our hope that the activity and wellness habits formed during this time will help North Texans maintain a healthier lifestyle all year long.”
More than 50 Companies and organizations in North Texas are actively participating in this year’s challenge.

DALLAS (March 11, 2009)… The Dallas Regional Chamber is actively urging the Texas Congressional delegation to oppose the so called Employee Free Choice Act, known as the “Card Check Bill,” just introduced Tuesday in Congress.

Chamber chairman, Bob Best said, "Our executive committee and board have passed resolutions to oppose this piece of legislation because it will curtail the rights of both employees and employers to have a fair process regarding a decision to unionize companies, plants and facilities of all sizes.  If passed, this ill-considered proposal has the potential to hamper economic recovery and further curtail employment opportunities at just the wrong time.   We are urging our membership to be in touch with their elected officials now to urge defeat of the bill.”

Background
EFCA makes it easy for unions to organize by effectively eliminating the secret ballot election called for under current law. The new bill could force workers to make the important decision about whether or not to unionize in front of union organizers. It would also lead to widespread disenfranchisement of workers who may oppose unionization by cutting them out of the process; and limits an employer’s ability to counter false and misleading rhetoric.  EFCA also radically alters collective bargaining by allowing unions to end good faith negotiations and force employers into binding interest arbitration to set all the terms and conditions of a union contract, not just wages and benefits, but work rules, management rights clauses, and how union dues are collected. Finally, EFCA imposes new and very severe penalties only on employer misconduct, not on union misconduct.

The Chamber noted that the bill would significantly affect those in right-to-work states like Texas.  Workers in right-to-work states are just as likely as those in other states to find themselves suddenly unionized as the result of a secret card check campaign. Even though workers in right-to-work states do have the right to refuse to pay union dues, if the workplace is organized, they must give up their right to deal directly with their employer. Likewise, employers will be forced to accept arbitration agreements that may impose conditions inconsistent with established business models and impede the ability to compete.

The “Card Check Bill” was blocked in the Senate in 2007, but it has become a top legislative priority for organized labor in 2009.  Organized labor made support for the Card Check Bill a litmus test for candidates that it supported in the 2008 elections.

“The Dallas Regional Chamber rarely weighs in on issues such as Card Check but we strongly believe that this issue is critical to the success of our ability to keep and attract businesses and jobs to the region,” said Jim Oberwetter, President, Dallas Regional Chamber.  “We are taking a committed stand against Card Check and will do all that we can to urge Congress to defeat it,” he said.

(DALLAS/FORT WORTH – March 9, 2009) – The Dallas/Fort Worth region was recognized today by Site Selection magazine as America’s second-best market for new and expanded corporate facilities in 2008.   The region improved from its sixth-place ranking in 2007, due to its corporate recruiting success in the 12-county metropolitan area.  

In 2008, 156 qualified companies selected DFW as the site for expansion and/or relocation.  Last year alone, the region landed new and expanded corporate facilities by industry leaders AT&amp;T, Bombardier, Blue Cross Blue Shield and Cinram, among others.  

Site Selection’s annual ranking of top states and metropolitan markets is based on an analysis of new facilities and expansions that demonstrate a capital investment of at least $1 million, creation of 50 or more jobs, and/or the leasing or building of at least 20,000 square feet of new space.  

“Our region’s corporate critical mass, business location attributes and quality of life are the basis of our ability to recruit and grow companies,” said Mike Rosa, Economic Development Vice President, Dallas Regional Chamber.

“Our position as one of the nation’s top marketplaces is the result of tremendous collaboration among the cities, counties, chambers of commerce and economic development organizations in our region,” said David Berzina, Economic Development Executive Vice President, Fort Worth Chamber.  “Working together, we have exponentially increased the impact of our marketing and recruiting efforts, resulting in hundreds of new businesses, thousands of new jobs and billions of dollars of economic impact, through increased sales tax, property tax, utilities and salaries.  Our business community, our neighborhoods and our schools are all beneficiaries of our robust economic growth.”

Among the metropolitan areas with populations over one million people, Houston-Baytown-Sugar Land, Tex. topped the list for new and expanded corporate facilities for 2008.  The remaining top 10 behind the DFW Metroplex included:  Chicago-Naperville-Joliet, Ill./Ind./Wis.; Cincinnati-Middletown, Ohio/Ky./Ind.; Detroit-Warren-Livonia, Mich.; New York-Newark-Edison, N.Y./N.J./Pa.; Pittsburgh, Pa.; Columbus, Ohio; Cleveland-Elyria-Mentor, Ohio; and Charlotte-Gastonia-Concord, N.C./S.C., and Washington-Arlington-Alexandria, D.C./Va. He was educated at the University of Texas at Austin, graduating in 1969 with a BJ degree from the School of Communications.  He and his wife Anita make their home in Dallas.  They have three grown children and belong to King of Glory Lutheran Church.

KTP was an international showcase and venture fair demonstrating the latest consumer electronics and technologies from 37 Korean companies. A variety of activities provided participants the opportunity to network with South Korean executives to form strategic business linkages. KTP attracted 52 global buyers from Mexico, Brazil, Canada, and across the U.S. Over 250 buyers and 12 venture capitalists attended more than 350 one-on-one meetings during the event.

Luncheon forums focused on the future of consumer electronics and Korea’s IT business environment, while highlighting new technologies from Korea and the benefits of business partnership between the U.S. and Korea. Han Chul Lee, Executive Vice President of KOTRA from Seoul, Korea gave the welcoming address. Other speakers included executives from IBM, Samsung, Texas Instruments, LG, Burrill and Company, Ascend Marketing and the University of Texas at Dallas.

“In its fourth year running, the Korea Tech Preview was once again successful in opening the eyes of Korean executives about the strengths of the DFW region, helping to foster economic development for both countries,” said Steve Boecking, Vice President, Hillwood Development Corporation and advisor for the Chamber’s initiatives in South Korea. Boecking also met with Lee to discuss the strategic advantage DFW holds as a logistics hub and business center for Korean companies.

South Korea is currently DFW’s second largest trading partner. In 2007, trade between DFW and Korea totaled $4.6 billion U.S. dollars. 

According to the Honorable Yoo Chin Nam, Mayor, City of Gumi, Korea has established itself as a world leader in developing high tech devices, and its cities have a number of incentives to attract foreign direct investment. Some of the major U.S. companies that have high tech offices in Korea include Exxon Mobil, LG Electronics and Samsung. 

As part of its goals to facilitate trade between international countries and DFW, the Dallas Regional Chamber's International Business Council has hosted trade missions to and incoming delegations from South Korea to foster area businesses' growth internationally and to promote the Dallas/Fort Worth region.

Roby realized that she wanted to be a forensic scientist at a very young age. While growing up in Oklahoma, she followed a case that involved the murder of three Girl Scouts. This case inspired her life long passion to assist families who seek closure for loved ones. Today, she is a world renowned expert in her field—a real life CSI investigator.  Dr. Roby has worked on numerous homicide and rape investigations and testified in several states and countries. She most recently concluded testimony in the Kilgore KFC murder trial. 

Along with the City of New York Office of Chief Medical Examiner, Dr. Roby led the efforts to identify the victims of 9-11. She spent three years processing DNA samples for what has become known as the largest forensic case in history. She was also the Chief DNA Analyst for the identification of the victims from the airline disaster carrying Secretary Ron Brown and colleagues. 

In 2006, the executive branch of the Chilean government requested her to be the lead forensic geneticist for an audit of victim remains from Dictator General Augusto Pinochet’s regime. Although previous efforts had been made to identify the estimated 3,000 victims, Roby and her team reevaluated these identifications and oversaw the exhumation of 30 unidentified bodies.

Rhonda Roby received her Bachelor of Arts degree from Washington University in St. Louis, Missouri in Biology and French in 1985. She obtained her Masters of Public Health in forensic biochemistry and behavioral and environmental health sciences in 1989 from the University of California at Berkeley and her doctorate degree in Genetics from the University of Granada, Spain. She also completed the requirements for a European Doctorate certificate and has recently been nominated for Extraordinary Doctor of the year at the University of Granada.

The private event was held at Dallas’ Rosewood Crescent Court Hotel. The 2008 Momentum Awards were hosted by Frank Roby, CEO Holmes Murphy and Associates – Texas.

Awards were presented in the following categories: 

The Corporate location award is presented to a company who has moved its headquarters or other significant corporate facility to the Dallas area.

Research In Motion (RIM), the makers of Blackberry, received the corporate location award. RIM designated Irving as its US headquarters earlier this year.

Niagara Bottling Company, LLC also received an award for corporate location.  The California-based company located a manufacturing facility in Southern Dallas’ Mountain Creek Business Park.

The Employment growth award is presented to companies who have experienced an increase in their employment base on a local or national basis.  

Employment growth winners are: 

DAVACO, based in Dallas, is the nation’s leading provider of retail services.  DAVACO increased their national employment numbers by 166.

e-Rewards Market Research, Inc. is the largest “by-invitation-only” online research panel, serving over 750 research firms.  e-Rewards experienced a 56 percent spike in their national employment numbers.

Children’s Medical Center, one of the largest pediatric healthcare providers in the nation, added 636 new positions to the region.

Pursuit of Excellence, Inc., a Human Resources consulting firm, experienced an 86 percent increase in their employee numbers.

The Community Investor award honors a major project or investment that spurs additional growth and positive economic change.  

Deloitte LLP received the Community Investor award for its new $300 million training facility in Westlake.  The new facility will create 100 new full time positions and as many as 400 contract positions.

The Community Catalyst award honors a major investment that generates positive economic impact in the Metroplex. 

The $134 million Methodist Mansfield Medical Center is the newest health care facility to serve the Mansfield area in 30 years. After being open for only 16 months, the hospital is undergoing a $34 million expansion.  The new facility has a $46 million annual economic impact on the Mansfield economy.

The Workforce Catalyst award is a presented to a company or organization strengthening and preparing the workforce. 

The University of Texas at Dallas is a lead advocate for the creation of more national research universities.  UT Dallas has established the Institute for Innovation and Entrepreneurship, and the Office of Technology Commercialization.

Technology Catalyst – This award is presented to a company or organization working to develop and encourage new technology that yields economic growth. 

Texas Instruments, Inc. has placed high value on innovation through its research and development investments and contributions to local university programs.  TI recently established Kilby Labs, a center for breakthrough semiconductor technology.  The company also announced a $1 million gift to UT-Arlington endow a permanent chair in nanoelectronics research.

Dallas Mayor Tom Leppert, Dallas City Manager, Mary Suhm, and 30 North Texas business executives participated in the delegation.  The office launch reception was one of several economic development activities connecting North Texas and Mexican business leaders to foster the exchange of ideas and information about the North American Free Trade Agreement, investment and trade opportunities, as well as potential partnerships and projects.
The Mexico City office, hosted by Gardere Wynne Sewell LLP/ Gardere, Arena y Asociados, S.C. was formally opened at an on-site press conference with the help of Dallas Mayor Tom Leppert, Victor Almeida, chairman of the Chamber’s International Business Council and CEO of Interceramic Inc., Steve Good, managing partner for Gardere Wynne Sewell LLP, Roberto Arena, managing partner, Gardere, Arena y Asociados, S.C.  and several other key leaders from the DFW region.
“Gardere is pleased to support the Dallas Regional Chamber by hosting its Trade and Investment Office in our Mexico City office.  As a Chamber board member, I am proud to provide this resource to an organization that does so much to promote business between two important markets – Mexico and Texas,” said Steve Good.
“Gardere’s Mexico City office welcomes the Dallas Regional Chamber to our office and our city.  I see continued positive prospects for business growth between U.S. and Mexican companies, and we are glad to support such economic development,” added Roberto Arena.  
Following the press conference at Gardere, Arena y Asociados, S.C., a business reception was held at the Club de Industriales in the Polanco district.  More than 150 guests attended.  At the reception, representatives touted the many benefits of doing business in North Texas and emphasized strengthening ties between North Texas and Mexico to grow exports and foreign direct investment.  Attendees included Dallas regional delegates, Mexican business leaders, dignitaries, the United States Embassy, U.S. Department of Commerce and representatives from local associations.
Other activities surrounding the press conference included a closed business reception and dinner held at the Interceramic Showroom October 8. 2008.  The dinner program featured a “DFW Means Business” video presentation and remarks from host Victor Almeida and honored guest Mayor Tom Leppert.  Several dozen CEO’s and business leaders from Mexico and Dallas were present.
The Mexico Council on Foreign Relations hosted a breakfast with the Dallas visitors to Mexico City on the morning of October 9, 2008.  The purpose was to build ties between the two international cities as well as better understand how the City of Dallas operates.  The discussion focused on how Dallas might tackle environmental issues and current challenges with municipal financing as well as how Dallas works with other Texas cities while remaining competitive.  
A meeting held later that day with ProMexico’s president and CEO, Bruno Ferrari, resulted in a commitment from both parties to further develop the partnership with the Dallas office of ProMexico and, as such, increase trade and investment opportunities between the two regions.  
Co-Chairs of the NAFTA Task Force, Guillermo Perales, owner and president of Sun Holdings, LLC, and Anne Crews, vice president of government affairs for Mary Kay, Inc. took part in the activities and had the opportunity to speak on behalf of the Dallas region’s NAFTA efforts and how the Mexico City office will assist in the commitment to fostering these ties.
The Mexico City office will serve as a working location for Chamber staff and business executives from North Texas.  Promotional materials on the benefits of doing business in DFW will be provided to office visitors and Mexican business people interested in expanding business opportunities abroad.
